Open Solicitation for Energy

All energy to be delivered to Massachusetts on the Atlantic Link was procured through a robust Open Solicitation process overseen by an independent administrator, Power Advisory LLC. Its responsibilities included providing assurance to proponents and the Federal Energy Regulatory Commission (FERC) as to the fairness and transparency of activities related to the Atlantic Link energy solicitation. More than 100 parties registered to receive information about the Open Solicitation. Developers representing more than 30 projects attended a bidders’ conference on January 25, 2017. Wind bids were received in late April and hydro bids in late May, resulting in commercial discussions and formal agreements that enabled the energy commitments to Massachusetts that were made by Clean Power Northeast Development in its response to the Massachusetts Clean Energy RFP.
